RST Training and Consultancy is Singapore based, International Training Organisation with offices in Malaysia and Australia and associate offices worldwide. We work with industry to provide marine and offshore companies with the type of training that they require and a delivery method that suites their global operations. RST is a training and consulting company which specialises in marine, offshore and oil and gas industries. We provide training, consulting, auditing and surveying services globally. Our business model is designed around understanding the demands of the offshore, marine and oil and gas industry which moves fast and needs responsive and flexible solutions. To achieve our objective we grouped together numerous small businesses under one umbrella group (RST Group) to be able to offer the flexibility of being small businesses whilst still being able to offer a comprehensive range of training courses of a large training organisation. The companies within the group are experts in their own fields and operate as associates, joined by MOU. There are now over 20 companies within the group with over 45 trainers worldwide. RST provide a full range of training services (over 200 courses) so that we can provide a one stop training solution for our customers. We will be soon expanding into sub-sea training and well control soon. We have experienced trainers who are specialists in their fields with operational backgrounds i.e. former OIM’s, Barge Masters, and Captains. We have training centers in Indonesia, Malaysia, India and we are in the processing of establishing a local presence in Angola, Nigeria, Brazil, Mexico and Venezuela. We have class room training facilities across Asia Pacific. We also offer a full range of auditing, surveying and consulting services. Consulting RSTTC provides numerous consulting, auditing and surveying services for the marine and offshore industry. DP Assessment & Training RST can also provide practical onboard DP training and assessment, which includes: RST can conduct onboard DP training and assessment on AHTs, FPSOs, Drill Ships, Derrick laying barges, basically anything with DP. These assessments and training are undertaken by experienced masters. We normally charge a day rate plus travel for this type of training. Operational Training RST have also developed onboard operational training for AHTS’s covering the following topics: · DP Training (AHTS); · Ship handling (AHTS); and · Anchor handling (AHTS). RST utilises experienced Masters to conduct this type of operational training. We have identified a demand for this type of training as more and more Offshore companies are advising us that even though simulator training is very good and has its place, it does not replace the need for hands on training and the operational experience that this onboard practical training provides. MLC – Gap Analysis We can provide you with either a desk top analysis or full MLC operational gap analysis. If it is desk top analysis we will MLC Lead Auditors course training for you as part of the package. The MLC Lead Auditors course will takes three days assuming you have you completed the Lead Auditors ISO 9001:2008 course, if not it will take longer. If you want an operational analysis then you will need to provide us the full details of all the vessels as well as the full details of the crew. Let us know and then we can send you a list of the full details required. Safety Cases We are also able to develop safety cases for both regulatory and non-regulatory environment within our group. We are able to develop a Safety Case that meets the requirements of the client for operations in either a regulatory or non-regulatory environment. The Safety Case must include: · Facility Description which demonstrates – the facility has been designed and constructed to a standard that meets its operational needs; and all engineered control measures for Major Accident Events (MAEs) have been identified and are in place. · Formal Safety Assessment – a comprehensive Formal Safety Assessment that identifies all hazards and associated risks which could cause a Major Accident Event (MAE) at the facility. · Detailed description of the SMS for the continual identification of hazards and the systematic assessment of risks and a reduction of risks to a level that is as low as reasonably practicable (ALARP). The processes by which the Safety Management System and the procedures that it contains are reviewed and maintained. The processes by which the workforce is consulted and participates in preparation and/or revision of the Safety Case. Oil Pollution and Response Systems RST is able to provide specialist services for oil pollution and response systems to the Marine/Oil Pollution and Petrochemical industries; this includes consulting, training and asset management system. The Asset Management System© is a complete and comprehensive web based program. Environmental Assessment We can also provide environmental impact studies, environmental consulting, management plans and training. We have recently written ISPS management systems for rigs as what we have found is that principals (Oil Majors) are now insisting on such systems as part of their requirements to operate. We have written systems which can be used in different geographic environments depending on the security level of the location i.e. Australia versus Nigeria. We have written numerous ISPS management systems for offshore marine companies in a very short period of time as result of companies leaving them to the last minute. RST Training & Consulting provides various consulting services which includes but is not limited to assisting companies to write and implement Quality Management System under ISO 9001:2008, Environmental Management Systems under ISO 14001:2004, Occupational Health and Safety systems under OHSAS 18001:2007. We have been recently written integrated systems for companies so as to make their lives easier since it reduces the amount of work involved in the future, we have even integrated ISM with ISO systems. Part 1 a) Send appropriately trained/qualified person to assess required competency by each individual crew members b) Assess each crew member current skill level (Gap Analysis) c) From that gap analysis we generate a training matrix d) Develop specific onboard training for each competency based skill that is required Part 2 a) Develop specific units of competency for each of the indentified training requirements Part 3 a) Deliver the training on board according planned training schedule If that is what you are interested in us undertaking these assessments then we can provide you with a full proposal. For your reference the costing element within the proposal is broken into two parts. The first part is the cost for identifying all the training requirements and the second part is to write and delivery the identified training requirements. The costing for the second part can only be determined after part one is completed. We need to complete the assessment to determine the specific units of competency and the level of training required. As an example we identified 63 units of competency onboard the FPSO and then wrote the training assessments for each of those units of competencies and then delivered the training for each of the units. As an example the OEM required training in all the units of competency and then Master need 59 units as he did not require the training in the production unit of competency, down to the stewards who need training down to the stewards who only need 17 units.
